MINUTES OF THE JUNE 21, 2022 SPECIAL TOWN BOARD MTG


This Special Meeting of the Brant Town Board was held on Tuesday, June 21st, 2022 at the Brant Town Hall, located at 1272 Brant North Collins Rd, Brant, New York at 7:00 PM.

The meeting opened at 7:00 PM.

 

THE MEETING OPENED WITH A PLEDGE TO THE FLAG

 

The Town Board discussed approving the hiring os the 2022 Recreation hires. It was noted that background checks had been done.

 

At 7:02 pm, Supervisor Mark DeCarlo then motioned to go into executive session to duscuss personnel issues.  The motion was seconded by Councilman Muffoletto.  5 ayes, 0 nays.

 

At 7:12 pm, Supervisor DeCarlo motion to close the executive session, seconded by Councilowman Ross.  5 ayes, 0 nays.

 

OLD BUSINESS:

 

RECREATION HIRES: Supervisor DeCarlo then motioned to approve the hiring of the following recreation  employees at a rate of $13.20:

 

ASSISTANT DIRECTOR – Jacey Addison [clerk’s note: Pay is $13.20/hour when Recreation Director is absent, then pay is $20.00/hour]:

Supervisor DeCarlo motioned to approve the appointment of the 2022 Recreation counselors and Assitant Directors at a rate of $13.20 per hour.  Councilwoman Marien seconded the motion.  A roll call vote was taken: Supervisor DeCarlo-aye, Coouncilwoman Marien-aye, Councilowoman Giancarlo-aye, Councilman Muffoletto-aye, Councilwoman Ross-aye.  5 ayes, 0 nays.  MOTION CARRIED.

 

Discussion with Recreation Director Vince Fininzio about the number of field trips that will be taken this year. Mr. Fininzio also discussed an option of hiring a bounce house in place of one field trip.  He noted the possibility of charging each child $3.00.

 

APPROVAL OF BUS DRIVERS FOR 2022 SUMMER REC PROGRAM:

 

Supervisor DeCarlo motioned to approve the following Bus driver hires for the 2022 Recreation program.  The rate of pay will be $75/day and $150/field trips:

Councilwoman Ross seconded the motion.  A roll call vote was taken: Supervisor DeCarlo-aye, Councilwoman Ross-aye, Councilwoman Giancarlo-aye, Councilman Muffoletto-aye, Councilwoman Marien-aye.  5 ayes, 0 nays.  MOTION CARRIED.

 

APPROVAL OF LIFEGUARDS FOR 2022 SUMMER REC PROGRAM:

Supervisor DeCarlo motioned to approve the appointment of 2022 Lifeguards pending required certification.  The appointments are as follows:

 

 

Pool Supervisor at $14.70/hr:                    Emily Gordon

 

Lifeguards at $13.70/hr:                               Sierra Danieu

                                                                                Emma Kushner

                                                                                Eliese Maybee

                                                                                Madeline Maybee

                                                                                Maela Murtha

 

Recreation Lifeguards $16.70/hr:             Anna Hartinger

Councilwoman Marien seconded the motion.  A roll call vote was taken: Supervisor DeCarlo-aye, Councilwoman Marien-aye, Councilwoman Giancarlo-aye, Councilman Muffoletto-aye, Councilwoman Ross-aye.  5 ayes, 0 nays.  MOTION CARRIED.

 

APPROVAL OF PARK LABORER: : Supervisor DeCarlo motioned to approve the appointment of Brandon McCauley as Park Laborer at $14.00/hr as needed part-time. Councilwoman Marien seconded the motion.  A roll call vote was taken: Supervisor DeCarlo-aye, Councilwoman Marien-aye, Councilwoman Giancarlo-aye, Councilman Muffoletto-aye, Councilwoman Ross-aye.  5 ayes, 0 nays.  MOTION CARRIED.

 

NO SHOES, NO SHIRT, NO SERVICE POLICY:  Councilwoman Ross asked about the Town having a policy about proper attire to enter Town Buildings.  Supervisor DeCarlo acknowledged her request about having proper footwear and shirts in order to enter any of the Town Buildings.  Councilman Muffoletto agreed about proper attire to enter the Town Hall but disagreed with requiring it for rental buildings.  Councilwoman Ross objected stating it should be a rule across all Town buildings.  Town Justice Kaczmarek responded that he understand the policy for the Town Hall but not for a rental.  Supervisor DeCarlo stated that the Board can vote on the policy for the Town Hall an revisit the policy for the rental buildings later.  He then motioned to approve the policy of “proper foot attire and shirt required to enter the Town Hall” and that signs will be hung at all doors.  Councilman Muffoletto seconded the motion.  A roll call vote was taken: Supervisor DeCarlo-aye, Councilman Muffoletto-aye, Councilwoman Giancarlo-aye, Councilwoman Marien-aye, Counciwoman Ross-aye. 5 ayes, 0 nays.  MOTION CARRIED.

 

REQUEST TO ERECT 20X40X12 PAVILION:  Councilwoman Giancarlo noted the wind destroyed a tent at the Recreation building during the Brant Summer Festival.  She then questioned the possibility of using the $15,000 in the Brant Summer Festival budget to erect a “Build-A-Barn” or “House of Steel” on that spot.  She stated that the Town could rent it out for extra income help offset the cost.  She wants the Town to put the building up with Town labor.  Councilwoman Ross stated this is something we can think about, and not act on it tonight.  Town Justice Kaczmarek stated the concrete would cost $1,800 and to pay a company to set it would be about $1,500.00.  No action was taken.

 

Next REGULAR Town Board meeting is Tuesday July 12, 2022 at 7 PM.

 

At 7:42 PM Supervisor DeCarlo motioned to adjourn in memory of Carmen Vacco.  Councilman Muffoletto seconded the motion. 5 ayes, 0 nays.  MOTION CARRIED.
