MINUTES OF SPECIAL MTG 6/30/08


     Report of the Special Meeting of the Brant Town Board and the Farnham Village Board held on Monday June 30th,  at 7:000 PM, Senior Recreation Community Building 1000 Brant Farnham Rd Rd, Brant, New York at the Brant Town Hall.

ATTENDANCE: 
Supervisor Leonard Pero, Councilwoman Roseann Turner, Councilman Daniel Kujawinski, Councilman Vincent Fullone
Thea A. Ells, Town Clerk, John Grennell, Town Attorney. 
Absent Councilman Jeffrey Gier
Village Officials: Mayor Terry Caber, Trustee Anthony Krtanjek, Trustee George Cordia, Trustee Jere Hoisington, Trustee Ginger Schilling, Village Clerk Judy Trask 
Attendance: Judge Peter Gugino, Assessor Joseph DeCarlo, David Taylor, Patricia Brady, Clark Phillips, Janet Bowman, Joseph Gardyjan, John Schenne. 

Thea Ells verified that all Board members notified and this meeting was posted at the Town Hall and web site, and SUN notified. This meeting was at the request of the New Brant Town Hall Committee. 
The meeting was called to order by Supervisor Pero at 7:00 PM with a pledge to the flag.

Brant Town Board had a few items to review before the main topic was introduced.

Councilman Kujawinski moved for adoption of the following 216, seconded by Councilman Turner. Pero, Turner, Fullone, Kujawinski 4 ayes: 0 nays
216 RESOLVED: Lifeguard added to roster: Anthony Puntillo @ $8.00 per hour.   
Thea Ells reported that she received one bid for sidewalk project on Brant Reservation Rd. from B&B. Blacktop and all was in order except the need for Certificate of Insurance. Discussion followed by Board as $10,000.00 was budgeted and bid is for $14910.00.
Councilman Turner moved for adoption of the following 217, seconded by Councilman Kujawinski. Pero, Turner, Fullone, Kujawinski 4 ayes: 0 nays
217 RESOLVED: Pero to contact B&B and present them with a proposal to complete amount of sidewalk to $10,000.00.    

Thea Ells reported that she received one bid for police Vehicles from Delacy Ford and all was in order. Discussion followed by Board.
Supervisor Pero moved for adoption of the following 218, seconded by Councilman Kujawinski. Pero, Turner, Fullone, Kujawinski 4 ayes: 0 nays
218 RESOLVED: To accept bid from Delacy but no action taken.  
	
Councilman Turner asked for support of the NFTA Bus Route on 62 as study may indicate low usage ? gave out flyers to distribute.

(Clerks note: The first meetings of the committee had centered on buidling size and style possibilities, gathering information, meeting with builders, etc.  Location was proposed at the Town Park property as five acres was set aside for possible use.  Some committee members asked the group to consider the village property on Route 5 better known as the Old Farnham School (the Village just acquired property after demolition project) and to consider joint use of the building by both municipalities as each has had to deal with many issues of the similar type and in consideration of cost effective for residents.    Mayor Caber was invited to attend and be a member of the committee.) At the last meeting on June 9th the committee asked for both boards to meet on June 30th to get a approval from both boards to move forward. 
  
Judge Peter Gugino, Chairman of the New Town Hall Building Committee, stated the reason for the meeting and made comments to those in attendance of the progress of the Committee.  Mayor Terry Caber who is on Committee also had comments and answered questions from other committee members of the history of the property being considered on Route 5 in Farnham. 
Questions and discussion included topics such as hazardous waste, road entry to property, size of property, any concerns with back taxes, ownership of property, post office, and Fire Dept. Mayor Caber shared with Supervisor Pero research on funding possibilities which was discussed by all. All agreed the first step is a feasibility study which would entail such as: building size needed by departments, parking, cost approximates, and many of the afore mentioned issues. Gugino asked the Board to consider John Schenne and Associates as the Committee was comfortable with his credentials, to do a feasibility study and present a contract entailing study for $2,500.00.  
Trustee Krtanjek and Trustee Hoisington motioned for a resolution giving approval to share the cost of study in the amount of $ 625.00 Resolved      
Supervisor Pero moved for adoption of the following 219, seconded by Councilman Turner. Pero, Turner, Fullone, Kujawinski 4 ayes: 0 nays 
219: RESOLVED: Approved to share in cost of feasibility study for property on Route 5 better known as the Farnham School, in the amount of $ 1875.00 with Schenne & Associates.  


Councilman Turner moved for adoption of the following 220, seconded by Councilman Kujawinski. Pero, Turner, Fullone, Kujawinski 4 ayes: 0 nays
220 RESOLVED: Giving Authority to Supervisor Pero to sign contract, if it meets requirements of Committee, for Schenne & Associates to perform a feasibility study on New Town Hall Building Project with location on Erie Road. 

It was announced that the next meeting of the New Town Hall Building Committee will be held on Monday July 14th at the Senior Recreation Community Building @ 7:00 PM.
